add a legend for color, size scale, etc
Using color, sizing, other options, have ability to create a legend which indicating intervals
*Color - white at range min, blue at max, mid shade at mid point
*Size - smallest at range min, largest at max, etc...

We made a decision that, where possible, we would avoid drawing separate legends that require the viewer to glance back and forth between a key and the actual chart, since often simply annotating the values on the chart is clearer and accomplishes the same purpose. (E.g., labeling the size of the smallest & largest bubbles on the chart, rather than using a bubble size key.)
However, there may well be cases where annotations don't work as well as a legend or key -- if you have an example chart to point us to, I'd love to take a look so I can understand exactly what we need to add.
